One should always consult with the appropriate Colombian governmental and/or religious officials as to specific details and updated information. Read the Embassy website for the full details, San Andres Island, apparently has a new law that requires only a passport to get married, though the Embassy lists many requirements, though the old marriage visa is no longer required anywhere in Colombia.
